In reply to your Despatch No.3 of

the 1st. January, 1901, I have the honour to enclose for

your information a copy or the report of the Deputy

Superintendent of Police, who was sent by the Captain

Superintendent of Police to ascertain the views of the

Commodore as to the disposal of Corporal Arthur Noble,

Royal Marine Light Infantry, who had been seconded for

service in the Hongkong Police Force, and was discharged

for misconduct in October last.

2.

As a Marine, though untrustworthy

in the independent duties of a Police Constable, may be

a very good soldier, it would see rather unfair to the

Colony to insist that a karine dismissed from the Police

Force should be sent home to England at the expense of

the Colony, while he is still fit for service in the

fleet, especially as the Colony does not pay the passage

home of ordinary constables who have been dismissed from

the force,

THE RIGHT HONOURABLE

JOSEPH CHAMBERLAIN, M.P.,
